6 AUTOMOBILE DEALER NEWS ILLINOIS www.illinoisdealers.com I ADA recently mailed to all members an updated copy of our CAR of Illinois Legislative Report which details the latest legislative actions of the Illinois General Assembly impacting your dealership. We are pleased to report we were successful in enacting sweeping changes to Long Term Leases in Illinois, changing the tax base from the selling price of a leased vehicle to the monthly lease payments. Compromising by eliminating the lease tax credits, we were able to overcome the Department of Revenue’s concerns and ultimately the Governor signed the lease tax legislation which will become effective January 1, 2015. As we get closer to the ef- fective date we will prepare information which will assist your employees with the new requirements to lease vehicles in Illinois. We were also successful in defeating several of Senator Ober- weis’ attempts to repeal the Sunday Closing Law. With little sup- port in the Transportation Committee he repeatedly attempted to hold hearings and even attempted to move the legislation to a different committee to seek support for additional hearings. IADA appreciated our members voicing their opposition to these attempts to repeal the Sunday Closing law. For a change, IADA worked closely with the manufacturer lobbyists to hold off legislation which passed the Illinois House and was held in the Senate. This legislation would have required the State of Illinois to purchase or lease vehicles manufactured only in the United States. This legislation would have hurt both domestic and import manufacturers and ultimately our mem- bership. Attempts to eliminate as-is sales and the dealer’s retail collec- tion allowance were also defeated during this legislative session. With this being an election year we want to sincerely thank everyone for their support of CAR of Illinois, IADA’s Political Action Fund and DEAC, NADA’s Political Action Fund. Both of these funds are vitally important to help maintain a strong dealer voice in Springfield and Washington D.C. When asked to contribute please help us, help you, in the legislative arena!
